Should toilet flange sit on finished floor?

On top of the finished floor, the toilet flange needs to be installed. To put it another way, the bottom of the flange must be level with the toilet. In this case, the flange needs to be on top of the tile as well. The “horn” and sealing surface spacing on the toilet’s exit are made to accommodate this height.

Can a toilet flange be too high?
